English Learner Advisory Committee (ELAC)

Which Schools Have ELACs?

Any school that has 20 or more English Learners is required to have a functioning ELAC. For schools with less than 20 English Learners, an ELAC is optional. The ELAC has reights and responsibilities defined by law.

District English Learner Advisory Committee

Any school district that has 51 or more English leaners must also have a District English Learner Advisory Committee (DELAC).

Each ELAC needs to select representative(s) to the DELAC. Other English learner parents may also be members of the DELAC.

Rights and Responsibilities

An English Learner Advisory Committee is a group that seves in an advisory capacity to the school site. Its purpose is too advise the school and staff on issues concerning English Learners.

Legal Compliance

Legal compliance is both assured by the school district officials when submitting paperwork to the California Department of Education (CDE). Furthermore, the Categorical Program Monitoring office of the CDE is responsible for monitoring compliance with the law.

DELAC Responsibilities

The purpose of a DELAC, or subcommittee on English learner education, is to advise the district's local governing board (e.g., in person, by letters/reports) on programs and services for English learners list below:  Development or revision of a district master plan of education programs and services for English learners, taking into consideration the Single School Plan for Student Achievement.  Conducting a district-wide needs assessment on a school-by-school basis.  Establishment of district programs, goals, and objectives for programs and services for English learners (e.g., parental exception waivers and funding).  Development of a plan to ensure compliance with any applicable teacher and instructional aide requirements.  Administration of the Annual Language Census (R-30 LC Reports) (e.g., procedures and forms)  Review and comment on the district's reclassification procedures.  Review and comment on the written notifications required to be sent to parents and guardians.

Challenges

The District is challeneged to keep the ELACs functioning with sufficient parental attendance and engagement. Along with the ELAC, each site needs to select representatives for the District English Learner Advisory Committee (DELAC).
