District English Learner Advisory Committee (DELAC)

What are the requirements for a DELAC?

Any school district that has 51 or more English Learners is required to have a functioning DELAC. The Roseville Joint Union High School District is thus required to have a functioning DELAC.

The District English Learner Advisory Committee meets monthly. The meetings are currently being held concurrently with the English Learner Leadership Team. See below for contact information.

Rights and Responsibilities

An English Learner Advisory Committee is a group that seves in an advisory capacity to the school site. Its purpose is too advise the school and staff on issues concerning English Learners.

Legal Compliance

Legal compliance is both assured by the school district officials when submitting paperwork to the California Department of Education (CDE). Furthermore, the Categorical Program Monitoring office of the CDE is responsible for monitoring compliance with the law.

The Coordinator of Intervention and Support is responsible for the legal compliance regarding the DELAC.

DELAC Responsibilities

The purpose of a DELAC, or subcommittee on English learner education, is to advise the district's local governing board (e.g., in person, by letters/reports) on programs and services for English learners list below:

  • Development or revision of a district master plan of education programs and services for English learners, taking into consideration the Single School Plan for Student Achievement.
  • Conducting a district-wide needs assessment on a school-by-school basis.
  • Establishment of district programs, goals, and objectives for programs and services for English learners (e.g., parental exception waivers and funding).
  • Development of a plan to ensure compliance with any applicable teacher and instructional aide requirements.
  • Administration of the Annual Language Census (R-30 LC Reports) (e.g., procedures and forms)
  • Review and comment on the district's reclassification procedures.
  • Review and comment on the written notifications required to be sent to parents and guardians.
