A district master plan for English Learners is recommended, but not required. The Roseville Joint Union High School District does not have such a plan. The legal authority to develop such a plan rests with the District English Learner Advisory Committee (DELAC).
The process for developing a plan has been started using existing master plans from Pasadena, Fresno and Hayward as the basis for the plan for the RJUHSD.
Because it is not required, there are not any required components nor processes. Nor is school board approval mandated. It is, however, prudent as an organization to have a Master Plan for English Learners and to take it through a stake-holder based process that includes board approval.
The following is a rough time line and outline for a process for writing, soliciting feedback, revising and requesting approval for the master plan for English Learners.
October 2008 - August 2009
April 2009:
January 2010 through May 2010 - Version 1
September 2010 - Version 2
November 2010 - Version 3
December 2010
January 2011
January 2012
Notably absent from this timeline are other district groups, such as the Assessment and Support Team and various leadership groups. These groups will be included in the process as appropriate.
